EV charging in Croatia
Croatia's electric-car market is small but grew quickly in 2026: Eurostat counts about 12,600 battery-electric passenger cars on the road at the end of 2025, and ACEA reports 1,781 new BEVs in January–June 2026, about four and a half times the same period of 2025. Public charging is run by 32 companies, led by HEP's ELEN network, Petrol and Hrvatski Telekom, with published prices of about €0.35–0.42/kWh for AC and €0.66–0.78/kWh for fast DC without a subscription. Home wallboxes are sold by solar and electrical firms, the supplier E.ON, online shops and a DIY chain at roughly €475–1,500 for the unit; in apartment buildings, installing charging points is a co-owners' decision taken by a majority of ownership shares under the building-management law in force since 2025.
BlokVolt is run by the team of Evolako, a home-charger installer that works only in Serbia; in Croatia BlokVolt sells nothing. Companies here are listed by the same rules as everywhere on the site: only what their own websites say, with the date of the check, no ratings and no paid placements. Every figure below has its source, and weak sources are marked as such.

How many public chargers: about 1,000 charging locations, including about 300 ultra-fast connectors. What the law says about a charger in a shared garage or parking lot — who has to agree, who pays for the electricity and how it is metered.
Decisions on installing ducting and charging points for electric vehicles, 'vodeći računa o sigurnosti u slučaju požara' (with regard to fire safety), are listed among building-management decisions. Such a decision is adopted when co-owners holding more than 50% of the co-ownership shares vote for it; a qualified majority is reserved for other listed decisions.

- WebSearch quota ran out midway; later checks used only WebFetch on known URLs, so some installers and 2026 sources may be missing.
- Official public charger count: the EU Alternative Fuels Observatory shows Croatian figures only in interactive charts that could not be read, and the national CRO-IDRO registry was not reachable; the count used is a media figure (Lider).
- Home chargers: no installer based in Rijeka with its own website listing charger work was found (trebam.hr lists local providers only as a marketplace); Njuškalo was not checked.
- Sites that did not load (robots.txt timeout or DNS error): aledo-tech.hr, ses-croatia.com (Soft Energy Systems, Zadar/Zagreb), re-charge.hr, chargingshop.hr, kralj.hr, ams.hr, evshop.com.hr, energycentar.hr, cee.hr, elektricna-vozila.com.hr, elektroinstalacije-sporcic.com, shop.autohrvatska.hr, zenerg.hr, molplugee.hr, tifon.hr; cvh.hr returned error 521; Petrol's home-charger page returned 404 (Petrol only mentions 'financiranje pri kupnji e-punionice').
- E.ON home-charger pages load via JavaScript; prices not visible. HGSPOT product pages returned no product data. No HEP home-charger offer was found on the HEP pages checked.
- Electricity: HEP Elektra's universal-service tariff table in force since 01.11.2025 (energy prices and supply fee up to 30.09.2026) is published only as an image and was not read; the VAT rate on household electricity was not confirmed.
- ELEN: BUCO (19.12.2025) reported new motorway prices of 0,50/0,60 €/kWh, but elen.hep.hr still lists the price list of 01.04.2025 as current (checked 23.09.2026); the official list is used here.
- IONITY subscription per-kWh prices were read inconsistently from the dynamic page (Power 365: 0.39–0.44 €/kWh; Motion 365: 0.53–0.55 €/kWh) – check in the app.
- Prices not published by the operator or not readable: Tesla (for other EVs), Kaufland, Hrvatski Telekom eSpots (no official page found), MOL Plugee, Qelo (image); Electrip, Eleport, GreenWay and MOON prices not checked.
- EV fleet: CVH/MUP statistics by fuel type were not found; Eurostat's 2025 BEV stock (7,058) is below its 2024 value (7,286) as published. A media figure of 0.6% BEV share of the fleet (pvinformer.me, 18.08.2026) does not match the Eurostat dataset (about 0.34%) and is not used.
- 2026 registrations: ACEA releases after June 2026 were not found; January–June 2026 is the latest period used.
- Subsidies: the EnU-4/26 deadline-extension decision (PDF) has no readable text; remaining budget not published.
- Buildings: Croatia's transposition of the EPBD recast charging provisions, the full text of the August 2026 draft regulation on permit-free works, HEP ODS rules and fees for a separate charger connection in a building, and the Strujni krug members-only building guide were not checked.
